Canada continues to be one of the top places for international students. Its great education, welcoming immigration policies, and safe environment make it clear why thousands choose Canada each year.

One major reason students appreciate Canada is the Post-Graduation Work Permit (PGWP). In 2025, the Canadian government changed the PGWP rules significantly, which is especially beneficial for students at colleges and universities.

If you plan to study in Canada in 2025, this blog will explain everything you need to know about the new PGWP rules in a simple way.

What is the PGWP?

The Post-Graduation Work Permit (PGWP) is a work permit for international students who finish their studies at a Canadian Designated Learning Institution (DLI). It allows you to:

  • Work in Canada after graduation
  • Gain Canadian work experience
  • Apply for Permanent Residency (PR)
  • Build your career in one of the world’s best economies

The PGWP is valid for 8 months to 3 years, depending on the length of your study program.

What Has Changed in 2025?

In March 2025, the Canadian government changed the PGWP eligibility rules. These changes are especially helpful for students in degree programs at Canadian colleges. They were previously limited by rules related to their field of study .

Here’s what’s new:

No More Field-of-Study Restrictions for Degree Programs

If you’re pursuing a bachelor’s, master’s, or PhD at a college or university in Canada, you can apply for a PGWP.

It doesn’t matter what you’re studying, whether it’s business, arts, hospitality, science, or technology, you can apply for the PGWP!

Field-of-Study Rules Still Apply for Non-Degree Programs

If you’re studying a certificate or diploma course (non-degree), you must:

  • Graduate from a program listed under Canada’s eligible fields of study.
  • Meet the required language proficiency level.

Who is Eligible for PGWP in 2025?

Degree Program Graduates

You are eligible for PGWP if you:
• Graduate from a DLI with a bachelor’s, master’s, or doctoral degree
• Apply after November 1, 2024
• Meet the language proficiency requirements

Language Requirement:

• University graduates: CLB 7 (English) or NCLC 7 (French)
• College graduates: CLB 5 (English) or NCLC 5 (French)

Non-Degree Program Students (Certificates/Diplomas)

You are eligible only if:

 • Your course is in an approved field of study, like healthcare, STEM, trades, agriculture, education, or transport.

 • You meet the language test score requirement.

Flight School Graduates

Flight school students do not need to follow field or language rules if:

  • You complete training at a DLI and earn a Canadian commercial pilot license.
  • You are preparing to become a flight instructor and have a job offer from a DLI flight school.

How long is the PGWP Valid?

  • Less than 8 months: Not eligible
  • 8 months to 2 years: PGWP matches the program duration
  • 2 years or more: Eligible for a 3-year PGWP
  • Master’s degree (even lesser than 2 years): Eligible for a 3-year PGWP

Make sure your passport is valid for this extended period. If not, your permit may be issued for a shorter period. You can apply for an extension after renewing your passport.

Why Did the Rules Change?

Before 2025, college students had fewer PGWP options unless they selected “approved” subjects. Many viewed this as unfair compared to university students. The government made these updates to:

  • Provide equal opportunity for college and university students
  • Help more students stay and work in Canada
  • Support Canada’s economy by attracting skilled international talent
  • Encourage students from all academic backgrounds
